Common Digital Components
A Common Digital Component provides a single function that is designed to be widely used within the public sector to provide specific functionality that can be used within end-to-end user journeys.
A common digital component is used by end users (e.g. citizens, staff, etc) but only provides a partial user experience that would be used as part of a broader digital service (either a common digital service or as part of a bespoke digital service (e.g. within individual councils’ own online services).

Common Digital Platforms
Common Platforms provide a single and shared development toolkit that can be used as the basis for developing digital components and digital solutions. Platforms provide hosting and storage and provide relevant integration to operational systems and digital components where required. A common platform is used by technical staff (such as software developers) to help them to build common digital components and services.

Common Digital Service are solutions that have been designed to be widely used within the public sector that bring together a broad range of functions together in order to provide an end-to-end user journey for users. A common digital service is used by end-users (e.g. staff, citizens, etc) and provides a complete user experience.

Common Licensing
Common licensing provides a common and shared licensing arrangement for IT products and services such as a Framework Agreement and Dynamic Purchasing System. In this scenario, councils retain local control of the management of ICT and digital solutions, but the solutions are built from the same underlying technologies through national frameworks or purchasing systems.
